The card can be used at over 6,900 BP and Amoco locations in the U.S. and any station that accepts Mastercard. However, using it outside BP and Amoco stations comes with an out-of-network fee of up to $2, and you won’t get discounts on those purchases.

Most BP and Amoco stations are located along the East Coast and in the Midwest, so if you operate outside of these regions, you might want to consider another card provider.

Management and reporting features

BP’s Business Solutions software collects all your account statements, reports, and other information—such as costs per mile and per gallon in one location for easy analysis. You can also create and customize your own reports, with organization by driver, vehicle, MPG, exception, and more.

Unfortunately, BP doesn’t have a mobile app.

Security features

The Business Solutions Mastercard provides security checks both at the pump and from afar.

To use the card for refueling, your drivers will need to provide their driver’s license ID numbers, as well as an odometer reading for their vehicle.

Managers can track these purchases from their offices in real-time and deactivate cards immediately. This means potential fraud will be noticed and prevented sooner rather than later.

Finally, you can tailor your spending limits on a daily, weekly, or monthly basis, depending on your business’s specific expense cycles.

Where is the Shell Fleet Plus card accepted?

The Fleet Plus card is accepted at every Shell station in the United States—just under 13,000. Additionally, certain participating Jiffy Lube locations across the country accept the Fleet Plus card for maintenance services like oil changes, offering up to a 15% discount.

Though Shell has a strong presence throughout most of the U.S., certain states have limited coverage. If your business operates primarily in Montana, Wyoming, or the Dakotas, the Shell Fleet Plus card may not be the best choice.

Management and reporting features

The Shell Fleet Plus card comes with both desktop and mobile software solutions.

ClearView is Shell’s business spend management solution. It comes in two versions:

  • ClearView Essentials is for big fleets that need to process and organize large amounts of data into customized reports.
  • ClearView snap is for smaller businesses that prefer automatically generated reports.

WEX Fleet SmartHub is a mobile app for making time-sensitive changes on the go. You can cancel cards, view transaction history, pull up your drivers’ IDs, see your available credit, and more.

Security features

The Shell Fleet Plus card allows you to control spending and prevent fraud by setting limits on what can be purchased, how much can be spent, and when purchases can be made. You can also easily activate, suspend, or terminate cards using online or mobile tools.

That said, the Fleet Plus card lacks other basic card security features, such as pin code protection at the pump and alerts for unusual activity patterns.

When you use the Shell Fleet Plus card, your drivers will also get access to roadside assistance through the National Automobile Club (NAC).

3. AtoB Unlimited

Savings: AtoB offers an average of 46¢ off per gallon of diesel, and 5¢ per gallon of unleaded gas through the AtoB Driver App, but this number is not guaranteed.

What discounts can you get with the AtoB Unlimited card?

AtoB requires three months of card use before you become eligible for discounts. After those three months, drivers can pay through the AtoB Driver App to receive very high discounts of 5¢ per gallon for unleaded fuel and 46¢ per gallon for truck diesel on average. Discounts for diesel can go as high as $1.85 off per gallon.

Keep in mind, that these numbers are not a guarantee, and depend on how much fuel your fleet consumes.

Since this is a prepaid card, you don’t have to worry about qualifying for a line of credit or doling out late payment fees.

Where is the AtoB Unlimited card accepted?

The AtoB Unlimited card works at any gas station that accepts Visa, making it one of the most widely accepted fleet cards on this list.

Management and reporting features

The software solutions available to you depend on whether you choose AtoB’s Basic Tier or Premium Tier service.

Basic Tier provides essential features for managing fuel purchases and tracking expenses. It also lets you assign AtoB Cards to drivers and transfer funds to a driver’s card directly through AtoB Payroll. It costs $3 per card per month.

Premium Tier comes with the same features, as well as additional perks like optimal station selection through the AtoB Driver App, easy report export to Excel, and multi-user dashboard logins. Premium Tier customers also get priority customer support, resulting in shorter wait times compared to Basic Tier customers. It costs $6 per card per month.

Security features

The AtoB Unlimited card has a strong set of security features. Most notably, it uses telematics—which is a technology that tracks vehicle location—to make sure gas purchases match your drivers’ locations.

Only authorized users can unlock the card, as a PIN is required for every transaction. You can set spending limits, deactivate the card if needed, and get alerts for suspicious activity. You can also control which types of stores the card can be used at with customizable merchant category restrictions.

This card makes up for its low fuel discount by offering additional discounts on other fleet-related expenses via the WEX EDGE Savings Network. Discounts are available for auto services, tires, hotel stays, auto parts, and more.

As far as fees go, the WEX Fleet Card operates under fully bespoke pricing—you’ll need to contact its team for a quote.

Where is the WEX Fleet Card accepted?

Management and reporting features

The WEX Fleet Card software included automated accounting and customized reports, including data like purchase activity, transaction summaries, exceptions, and tax exemptions. This information can be accessed directly from your account dashboard on WEX’s website.

WEX also offers two mobile apps:

  • The WEX Connect app helps your drivers find gas stations and service centers by price, brand, distance, or location.
  • The WEX Fleet SmartHub app allows you to quickly view transaction history, cancel cards, see your available credit, look up your drivers’ IDs, and more.

Security features

The WEX Fleet Card allows you to set customized spending controls, allowing gas purchases only during certain times and days, and within specified transaction limits.

Managers will receive alerts for unusual activity and can track transactions in real-time, with details on location, vehicle, and driver. Cards can be deactivated remotely if fraud is detected.

At the pump, the WEX Fleet Card requires both PIN code verification and odometer readings from drivers before purchases can be made.

How to Find the Best Fleet Fuel Card

Discounts aren’t the only thing you should consider when choosing a fleet fuel card. You should also make sure the network coverage extends to where your fleet operates, and compare savings to monthly fees, so you can be sure you’re getting good value for money.

Here’s a guide to getting set up with a fuel card:

1. Credit check for eligibility

First, check your credit score to see what cards you’ll qualify for. You can get a free copy of your credit report from AnnualCreditReport.com, Equifax or TransUnion. If you have a poor credit score, you still have options. Some providers are less strict than others, and pre-paid fuel cards like AtoB Unlimited require no credit check at all.

2. Consider the specific requirements of your company

No two fuel cards are the same. Some are made with large fleets in mind, while others are geared towards smaller businesses. Look out for card fees and the savings you can make on gas through rebates or fixed tariff rates. You should also consider factors such as the gas station network – some cards have near-universal US coverage while some are more limited to a specific area.

3. Research your options

Once you’ve understood what you are looking for in a fuel card, you can begin to search through the available options. You should look at monthly card and account costs (bearing in mind that some providers don’t charge fees), and compare them to how much you’ll save on gas with the rebates offered. This will give you an idea of what fuel cards fit your budget. There are a lot of choices out there, so this can be a time-consuming process. You can speed up this stage by using our free comparison tool. Just answer a few simple questions and we’ll match you with providers who suit your needs.

4. Check for extra perks

While fuel cards can help you save on gas purchases, they can also offer extra perks that help drive extra savings. Some providers offer accounting features and insights into fuel consumption and miles per gallon. Some cards are also valid for purchasing non-fuel-related products, such as engine lubricants, tires, cleaning, and parking fees, or can grant you access to savings on hotel stays, food, and other extras.

5. Submit your application

Applying for a fuel card is usually a straightforward process done online, over the phone, or by mail. Following a successful application, you should receive your card within 7-10 business days.

How We Rank the Best Fuel Cards for Discounts

We researched 13 fleet fuel cards to evaluate them in terms of how affordable they are, and if they have features that can help control and manage fuel spending, all so we could provide the most useful recommendations to US fleets.

Our rigorous testing process means these cards have been scored and rated in five main categories of investigation and 13 subcategories – this means 43 areas of investigation in total. We then gave each category score a ‘relevance weighting' to ensure the product's final score perfectly reflects the needs and requirements of Expert Market readers – and that's our algorithm.

Our main testing categories for fleet fuel cards are:

  • Security: Refers to the measures in place by the card provider to ensure the safety and protection of your information.
  • Customer Support: Includes the assistance the card provider offers, such as phone support, email or chat support, documentation, knowledge bases, and online forums.
  • Expense Management: Refers to the features of the fleet fuel card, such as transaction tracking, expense reporting, receipt storage, integration with accounting systems, and customizable expense categories.
  • Convenience: Refers to the ease of use and accessibility of the fleet fuel card, including factors such as the acceptance network of gas stations, availability, price comparison tool, contactless payment at pumps, and more.
  • Card Specific Information: Refers to the details associated with the fleet fuel card itself, such as card fees, accepted fuel type, card type, fee structure, network coverage, plus the cards' potential to pay for items and services other than gas.
Verdict

The BP Business Solutions Mastercard is ideal for large fleets, offering high savings of up to 7¢ per gallon, but it comes with high potential fees and lacks a mobile app.

The Shell Fleet Plus card is totally free, making it the optimal choice for low-cost fleet operations. Despite being a free card, its discounts of up to 6¢ per gallon are impressive—but it has limited coverage in Montana, Wyoming, and the Dakotas.

The AtoB Unlimited card is tailored to newer businesses that haven’t built up a credit score and need a prepaid fleet card. It’s accepted anywhere a Visa is, with average discounts of 5¢ per gallon.

The WEX Fleet Card provides broad discounts for a swathe of fleet-related expenses, as well as acceptance at 95% of gas stations—but it offers much lower fuel savings of only 3¢ per gallon.

If you’re still feeling indecisive, no worries. Our free comparison tool will give you a personalized recommendation for your business’s ideal fleet card with discounts.
