The Right Fuel Card Company – Best OverallThe Right Fuel Card company offers 11 fuel cards across a network of 3,400+ stations over the BP, Esso, and Shell networks. Although that station extent can’t rival WEX Europe’s colossal 20,000+ stations, The Right Fuel Card Company’s multiple brand partnerships keep it in line with most of its rivals.Handily, its custom software allows you to manage your fuel spending across multiple devices, and its app locates compatible fuel stations near you. In our books, that makes it a flexible, all-round choice. You can get discounts of up to 6p per litre, operating on a fixed weekly pricing model. That’s down from a previous indication of 10p per litre two years ago, and 8p per litre last year – yet this discount rate is still appealing in 2025 and beats many providers that don’t advertise any clear savings at all (like BP or Shell). Some of the cards you could consider include:The BP Bunker Card works at over 1,200 BP stations, catering to large diesel trucks. The Esso Commercial Card works at over 1,200 Esso stations, geared towards diesel vehicles of all types. The Shell Fleet Card works at over 1,000 Shell stations, designed for unleaded and diesel vehicles of all types. You have eleven different fuel cards to consider with The Right Fuel Card Company, each benefitting different vehicle types and gas stations in particular - Source: Matt Reed / Expert Market via The Right Fuel Card CompanyThe Right Fuel Card company doesn’t state its card fees publicly, though we do know each card has a minimum monthly spend of between £300 – £500 depending on your agreement.Customer support is available via email and phone, with phone support running from 9am to 5pm Monday through Thursday, and 9am to 3pm on Friday. 2. The Fuel Store – Best for Prepaid CardsThe Fuel Store offers six fuel cards over a network of more than 4,200 Esso, Shell, BP, and Tesco stations, boasting average customer savings in 2023 of 12p per litre (the latest available data) with a fixed weekly pricing model. Those average rates eclipse The Right Fuel Card Company’s current 6p per litre rate, although you’ll need to check the specific rebate rates of an individual fuel card you are interested in to be sure. This doesn’t match Allstar’s potential 15p discount (formerly advertised) for certain fleets, too.The company also uses AI-powered software to help you optimise your fleet spending and save money. It has an online site locator but no mobile app. Here are three of the fuel cards it provides:The Advantage Card is a prepaid fuel card that works at more than 3,500 commercial fuel stations, offering reduced prices for all vehicle types (cars, vans and HGVs). Since it is prepaid, it doesn’t require a credit check. The Fuel Store Card comes with a line of credit, also providing reduced prices on commercial fuel for all vehicle types. The UKfuels Card offers competitive prices for all vehicle types at all stations in the UK Fuels network—more than 4,200, including 1010+ HGV sites and 192+ motorway sites.Unlike Keyfuels or Texaco, The Fuel Store does cater to prepaid options – such as its Advantage Card – making it especially straightforward for businesses that prefer to avoid credit checks. On The Fuel Store's website, you can compare the various perks of each fuel card to see which one suits you best - Source: Matt Reed / Expert Market via The Fuel StoreThe Fuel Store does not advertise its card fees, so you’ll need to get a Fuel Store agent to give you a call to find out the specifics or use our quote-finding form to get prices for several providers at once.Customer support is available via email, as well as through the phone between 9am and 5pm, Monday through Friday. 3. WEX Europe – Best for European CoverageWEX Europe offers four fuel cards over a gigantic network of 20,000+ stations across Europe. That figure dwarfs the networks of The Right Fuel Card Company (3,400+) and Allstar (7,500+ UK stations) and makes it a must if you regularly cross borders.WEX’s software offers fleet tracking and analytics but doesn’t explicitly mention a site locator, either online or mobile (although we are aware that some partner stations, such as Esso, have mobile applications you can use for those brands).WEX advertises general discounts through optimised fuel management and direct discounts only on Esso Synergy fuel. The Esso Card National works at all 1,200+ Esso stations in the UK, with reduced prices at choice stations. This card can be bundled with a UK Fuels Card to expand the network further, especially around motorway stops. The Esso Card Europe works at thousands of Esso stations across eight European countries. This card can be bundled with an EDC (European Diesel Card) to expand the network to 22 European countries.WEX’s fuel discounts appear less generous than The Fuel Store’s 12p or Allstar’s previously quoted 15p since WEX only promotes direct discounts on Esso Synergy fuel. But you’ll need to see the details around specific cards you are interested in, as they vary by product. Both the Esso Card National and the Esso Card Europe are appealing choices depending on whether your business is primarily drive domestically or going to and from the European mainland - Source: Matt Reed / Expert Market via WEXAccording to the WEX website, Esso Fuel Cards via WEX Europe cost £5 per month or £50 per year in 2025 (previously, you could pick them up for £3 per month or £36 per annum). Customer support is available via email and phone. Phone support hours vary depending on which country you’re calling from and which office you’re calling. 4. Allstar – Best for Hybrid FleetsAllstar offers six fuel cards for fuel and electric vehicles, across a network of 7,500+ fuel stations (reporting 90% of UK fuel sites) and 59,000+ EV charging stations. That coverage outstrips Shell’s 1,100+ stations and 32,000 chargers, as well as the majority of other options on this page. Furthermore, unlike Texaco’s cards, Allstar explicitly caters to EV drivers, making it a stronger contender for fleets transitioning to electric. Each has accompanying fleet management software through its ServicePoint platform, as well as an online and mobile site locator through the Allstar Co-Pilot app.The company doesn’t explicitly say the average discount you can get with Allstar, though it previously stated that you could get an average discount of around 15p per litre, operating on a fixed weekly pricing scheme. The only discount it publicly states on its website at the time of writing in 2025 is the Allstar One card at up to 8p per litre of diesel. Here’s some key details on three different Allstar fuel cards:The Allstar Chargepass Card is the perfect fuel card for mixed fleets, providing access to both fuel stations and EV charging stations nationwide. According to its website, it costs £5 per card, per month. The Allstar One Fuel Card is for fuel vehicles only, accepted at 90% of UK fuel stations, with discounts of up to 8p per litre for diesel. The price isn’t stated on Allstar’s website. The Allstar Plus Card is a 2-in-1 business fuel card, doubling as a fuel card and standard business credit card. You’ll get 10% off vehicle services, maintenance and repairs at 1,200 garages, and 10% off tyres at over 240 national tyre branches, too.On the AllStar website, you can use its station locator tool to find fuel stations, EV charge points and repair centres applicable for your specific Allstar card - Source: Matt Reed / Expert Market via AllstarAllstar doesn’t state its card fees. For an exact quote on that and other Allstar cards, you’ll need to apply via the Allstar website or speak to its sales team.Customer support is available via email and phone, with phone hours stretching from 9am to 5:15pm, Monday through Friday. 5. Diesel Card Ireland – Best for Coverage in IrelandDiesel Card Ireland offers seven fuel cards over a network of 1,900+ stations across the island of Ireland, plus 1,400+ charging points. Its cards come with online account management software in addition to an online site locator and mobile site locator, in partnership with the E-Route app.The DCI Pump Saver Card works at over 1,962 stations across the island of Ireland, with 519 in Northern Ireland and 1,443 in the Republic of Ireland according to my calculations based on DCI’s e-route station locator. It can also be used at over 3,000 stations in mainland Britain and offers fixed discounts on diesel and unleaded pump prices in all regions. The DCI One Card offers a fixed weekly price at the same 1,962 stations. You can get notifications via email or SMS for the fixed price of fuel each week. While not stated publicly, our research tells us this card is £18 + VAT per year for each card. The UK Fuels card gives you a choice between the pump price or a fixed weekly price at over 3,000 stations in the UK Fuels network across mainland Britain. While its discounts aren’t as high as The Fuel Store’s 12p per litre, DCI’s local expertise and fixed weekly pricing at 1,962 stations cater specifically to businesses operating in both Northern Ireland and the Republic of Ireland, as well as the British mainland – a variety of domains in the British and Irish isles that no other providers match.Using Diesel Card Ireland's e-route map (available on both desktop and mobile application) you can easily find stations near to you or along routes you plan to travel - Source: Matt Reed / Expert Market via Diesel Card IrelandThe Diesel Card Ireland doesn’t volunteer specific card fees on its website, so we couldn’t be sure exactly how much you’ll need to pay each month or every year. However, we did contact customer support who let us know the specific prices and they let us know the cost of the DCI One Card to be £1 per year, as listed above. For the other cards, you’ll need to do the same.We also learned that for all DCI’s cards, there is a £1 weekly charge if the card is not used, per card not used, so you’ll want to be using its cards fairly regularly.Customer support is available by email and phone from 8:30am to 5pm, Monday through Friday. 6. BP – Best for Larger FleetsBP has five fuel cards for fuel and electric vehicles, across a network of 3,500+ fuel stations and 12,000+ EV charging stations. That broad acceptance beats Texaco’s network of 3,200+. This reach and brand familiarity make BP a strong choice for sizeable operations, rivalled mainly by Allstar’s sweeping station coverage and WEX Europe’s cross-border footprint.BP’s cards come with software for tracking driver routes and optimising fuel spending, as well as an online and mobile site locator, through the BPme app. BP advertises competitive fuel costs but doesn’t get specific. The BP Plus Card works at 1,200 BP stations across the UK, as well as 2,300 partner sites, including Esso, Texaco, and Gulf. The BP Plus Fuel & Charge Card has everything the Plus Card offers, as well as access to more than 12,000 charging stations across the country. The BP + Aral Card expands access across the English Channel and into mainland Europe, with 24,000+ sites in 32 countries.BP lists all its fuel cards on its website, though you won't be able to find details about fees without contacting them for a business quote - Source: Matt Reed / Expert Market via BPBP doesn’t list an explicit card fee on its website, so we can’t tell you exactly how much each of these cards will cost, unlike The Right Fuel Card Company or The Fuel Store. Customer support is offered by email and phone from 8am to 5pm, Monday through Friday. 7. Keyfuels: Best for Haulage FleetsKeyfuels offers two fuel cards across a network of 3,500+ sites, with special perks specifically for haulage fleets.Via its website, you can generate reports to help optimise your fuel spend, use an online site locator, and use a separate mobile app when on the move. Keyfuels will work directly with you to find a customised solution if the two options below aren’t optimal. The Direct Card allows you to buy fuel in bulk at wholesale prices, and then access it through Keyfuels’ network of pumps. The Pay As You Go Card gives you discounted fuel prices in the form of a reduced, fixed weekly price when you purchase Keyfuels fuel.In contrast to Shell, which only has one main card for UK businesses, Keyfuels zeroes in on haulage fleets with features such as bulk buying at wholesale rates. While its 3,500+ sites may not rival WEX Europe’s 20,000+, Keyfuels’ custom solutions and fixed weekly price approach make it a strong option for high-mileage fleets that need predictable budgeting – something Texaco’s largely loyalty-based discount can’t match.Via the Keyfuels website, you can find the stations near you without much effort - Source: Matt Reed / Expert Market via KeyfuelsKeyfuels charges card fees on a pence per litre basis under the Direct Card, depending on the fuel volume used. Card fees are included in the weekly fixed price under the Pay As You Go Card. Customer support is available via email and phone, with no specific phone hours listed. 8. Shell – Best for Small FleetsShell has only one main fuel card offering in the UK, though it has over 1,100 Shell stations in the UK, 2,600 partner stations including Esso and Texaco, and 32,000 EV chargers. That sees Shell compete closely with BP and Allstar in catering to hybrid or electric fleets and makes it more versatile than Texaco’s narrower offer. The card comes with the Shell Fleet Hub management software, as well as the Shell Fleet app for managing costs and an online and mobile site locator through the app.The Shell Fuel and EV Card doesn’t state a blanket discount amount for all customers—but if you’re a qualifying small business, you’ll receive discounts at Shell stations of 4p per litre for V-Power fuel, and 3p per litre for standard fuel.Shell’s discount of up to 4p per litre for qualifying small businesses isn’t as high as The Fuel Store’s 12p or Allstar’s former claim of 15p per litre, but it remains a decent cost-cutter within Shell’s well-known network of 1,100 stations (plus 2,600 partner sites). The Shell Card has a lot of perks including access to over 23,000 EV charging points in the UK - Source: Matt Reed / Expert Market via ShellShell isn’t forthcoming about its card fees, either, so it’s not clear how much you’ll be paying per month or year for these discounts. If you want to contact its customer support it states its phone line is open between 8am and 5pm from Monday to Friday, while there is also an email and webchat. 9. Texaco – Best for Localised BusinessesTexaco offers two fuel cards across a large local network of 3,200+ stations nationwide. Each card comes with detailed spend management software as well as an online and mobile site locator through the Texaco app.Texaco’s The Business Card doesn’t offer direct discounts but allows you to collect loyalty points under the Star Rewards program. You’ll get 200 points when you register, and save 1p per litre purchased thereafter (in the form of 1 point). If you redeem 500 points at once, you’ll get a £5 reward, too. Card fees come in the form of a surcharge of 1p per litre of fuel purchased.Texaco’s Fastfuel Card provides discounts in the form of a fixed weekly price, allowing purchases of fuel, oil, and car washes only. The Fastfuel Card charges no fees except what may be included in the fixed weekly price. Both the Texaco 'The Business' and Fastfuel cards are appealing options depending on whether you want fixed prices or discounts at the pump - Source: Matt Reed / Expert Market via Texaco Texaco customer support is available through email and phone, but specific hours of operation are not given. 3 Questions To Consider When Choosing Your Fuel Card ProviderChoosing the right UK fuel card supplier is essential for managing costs and maximising efficiency. Here are three questions to consider:1. What type of vehicles are in my fleet?Fuel cards are usually tailored to large haulage fleets, corporate fleets of cars and vans, personal vehicles, electric vehicles, or a combination of these. To maximise savings, go with the fuel card that provides the most benefits to your type of fleet.2. Where do my vehicles operate? The availability of certain fuel stations can vary significantly based on location. Knowing where your vehicles will primarily operate helps you choose a card that offers the best coverage and pricing in those areas.3. How much fuel does my fleet use per month?Fuel cards often have different fee structures based on usage levels, and knowing your fleet’s average consumption helps identify the card that offers the best rates for your needs. Our Methodology: How We Ranked the Best Fuel Card ProvidersWe researched 17 fuel cards for fleets, to evaluate them in terms of how affordable they are and if they have features that can help control and manage fuel spending, all so we could provide the most useful recommendations to UK fleets. Our rigorous testing process means these cards have been scored and rated in five main categories of investigation and 13 subcategories – this means 43 areas of investigation in total. We then gave each category score a ‘relevance weighting' to ensure the product's final score perfectly reflects the needs and requirements of Expert Market readers – and that's our algorithm. Our main testing categories for fleet fuel cards are:Security: refers to the measures in place by the card provider to ensure the safety and protection of your information.Customer Support: includes the assistance the card provider offers, such as phone support, email or chat support, documentation, knowledge bases, and online forums.Expense Management: refers to the features of the fleet fuel card, such as transaction tracking, expense reporting, receipt storage, integration with accounting systems, and customizable expense categories.Convenience: refers to the ease of use and accessibility of the fleet fuel card, including factors such as the acceptance network of gas stations, availability, price comparison tool, contactless payment at pumps, and more.Card Specific Information: refers to the details associated with the fleet fuel card itself, such as card fees, accepted fuel type, card type, fee structure, network coverage, plus the cards' potential to pay for items and services other than gas. Verdict The Right Fuel Card company came out on top as the best fuel card provider in the UK. This is due primarily to the huge range of fuel cards available, which cater to nearly every type of fleet. For hybrid fleets, we recommend Allstar, BP, or Shell. The problem is that many fuel card providers hide prices behind quote forms.
